Suitable Coats

Hi, I have a two year old English Cocker here in the UK named Olly, within the limits but a big dog, tall and long 14 kilos.
I am having trouble getting a waterproof coat as his back mesurement is 18 inches, 25-29 inches under torso and a 14-16 inch neck circumference. All coats with his back mesurments are large size and far to big on all the other sizes and slip around him or rub under his legs.
Anyone have an answer or recommendation to this problem

You can look on line. I think even on eBay there are people who will custom make a coat. Cockercouture on facebook is run by a member on her and she does an excellent job. The prices are pretty good too.
